Momentum Subdivision in Meridian: Brighton Brings Next Phase Next to New Costco

Article
MERIDIAN — Brighton Corporation is back before Meridian Planning and Zoning with Momentum Subdivision, the next phase of mixed-use growth planned next to the new Costco under construction at the southeast corner of Meridian Road and Lake Hazel Road. The hearing is set for Thursday, Nov. 5, 2026, after the case was continued from Oct. 1, according to the City of Meridian public hearing notice.
The filing, case H-2026-0036, covers about 106 acres of the larger Brighton-led project formerly tied to the Apex Zenith name. BoiseDev reported in mid-October that Brighton had filed the Momentum applications for the land around the warehouse store. Idaho Press reported the Costco itself, at 203 E. Tower Lane, is set to open Thursday, Nov. 5, 2026.
What Meridian will consider on Nov. 5
According to Meridian's posted hearing description, Brighton is asking for a Comprehensive Plan map amendment to change about 60.97 acres from Medium-High Density Residential to the Mixed Use Regional future land use designation; a rezone of 19.0 acres from R-15 to R-40 and 8.262 acres from R-15 to C-G (General Retail and Service Commercial); a preliminary plat with 11 residential buildable lots, 24 commercial lots, and 3 common lots on about 106.1 acres in the C-G, R-15, and R-40 zones; and a development agreement modification that would create a new agreement, update the concept plan, add design guidelines, and set new provisions for the project.
The site is generally at the southeast corner of Meridian Road and Lake Hazel Road in the east half of the northwest quarter of Section 6, Township 2 North, Range 1 East. Amanda McNutt of Brighton Development Inc., 2929 W. Navigator Drive, Suite 400 in Meridian, is listed as the applicant contact on Ada County Highway District materials for the case.
Roads, traffic, and Phase 2 of Apex Zenith
ACHD's staff report for Momentum Subdivision (MPP26-0016 / H-2026-0036), dated Aug. 31, 2026, treats Momentum as Phase 2 of the development previously known as Apex Zenith. Phase 1 — Costco at Meridian — is already under construction, and ACHD notes that Aristocrat Drive, Spire Street, and Optima View Avenue are being built with that first phase.
The traffic impact study reviewed by ACHD estimates the full mixed-use buildout at about 22,798 vehicle trips per day and about 2,012 trips in the p.m. peak hour. Staff conditions call for signal agreements tied to Lake Hazel Road and Optima View Avenue with the first final plat, and for a signal at Lake Hazel Road and Linder Road before a later phase or when the site generates about 300 p.m. peak-hour trips. Meridian Road (State Highway 69) remains under Idaho Transportation Department jurisdiction.
Why it matters for South Meridian
South Meridian and the Meridian–Kuna edge have been one of the Treasure Valley's fastest-growing retail and housing corridors. Momentum would lock in the next round of commercial lots and higher-density residential zoning around a warehouse store that is days from opening, while extending the collector street grid already under construction with Costco.
The Planning and Zoning hearing is Nov. 5, 2026. Meeting materials and the application packet are posted through Meridian's public hearing notices and the city's WebLink file for H-2026-0036.
