CALDWELL — Caldwell City Council unanimously approved the preliminary plat for Highline Industrial Park on Monday, Nov. 2, 2026, clearing the way for a roughly 124-acre employment center near Linden and KCID roads in Caldwell, Idaho. Idaho Press reported the vote alongside a second approval for the smaller KCID Commercial Subdivision at KCID Road and U.S. Highway 20/26.

The industrial park sits at 11637 Linden Road, about 1,000 feet east of KCID Road and near U.S. Highways 20/26 and the Franklin Road interchange on Interstate 84. Boise Builds tracked the case as Caldwell's only industrial filing since 2024, with a City Council hearing set for Nov. 2 after a hearing examiner recommended approval in August.

What's planned at Highline Industrial Park

According to Idaho Press and city application details, the preliminary plat divides about 123.69 acres into seven industrial lots ranging from about 6.95 to 29.40 acres (average about 11.80 acres), totaling about 83.61 acres of industrial lots. The plan also includes common lots for landscaping and drainage, plus a 15.09-acre buildable lot south of Smeed Parkway reserved for future Caldwell Executive Airport expansion under the city's Master Airport Plan.

A 1.56-acre common lot in the middle of the park is planned with two picnic shelters, half a basketball court and three pickleball courts for employee recreation. Surrounding streets would include 5-foot-wide sidewalks. The project is expected to build out in five phases. Becky McKay, speaking for Endurance Holdings LLC on behalf of Challenger Development, told the council the site matches Caldwell's comprehensive plan for mixed employment, flex space, light industrial uses and offices compatible with the nearby airport.

No tenant buildings have been designed yet. City filings list more than 1.5 million square feet of potential building floor area at full build-out, with staff estimating completion around 2036. The land was annexed and zoned for general industrial use in 2001. A 21.82-acre piece split from the original parcel already holds CBH Homes' roughly 214,000-square-foot headquarters nearby.

Conditions and nearby commercial approval

City conditions focus on half-street and frontage road improvements, landscaping maintained by a business owners association, and water pressure before final plats and building permits. The Caldwell Fire Department signed off with conditions, noting large industrial buildings can strain response resources even though Station 3 is less than a mile away.

The same Monday meeting unanimously approved KCID Commercial Subdivision, an 8.19-acre community-commercial project at the southeast corner of KCID Road and U.S. Highway 20/26. That plan calls for 11 commercial lots, about 73,133 square feet of retail and office space, and roughly 420 parking stalls, with possible uses that include a fitness facility, auto parts retailer, coffee shop, bank, medical offices and general retail.
