A new Costco Wholesale warehouse is officially moving through the approval pipeline after formal permit applications were submitted to the City of Eagle for a site positioned along Idaho 55 at Hill Road, directly adjacent to the Boise city line.

This marks the first concrete regulatory step since the retailer’s interest in the property surfaced late last year, and if all necessary sign-offs are secured, the former gravel quarry at that intersection would be transformed into a 166,000-square-foot retail facility complete with 912 parking spaces and an attached gas station, with future outparcels along the highway corridor potentially housing fast-food restaurants.

Before any construction crews arrive, however, the parcel must be rezoned from its current mixed-use classification, originally assigned for a defunct development called Quarry Village, to a commercial designation, a request that now rests with Eagle planning officials.

Traffic management stands as one of the most heavily scrutinized elements of the proposal, with engineering consultants projecting roughly 6,985 daily vehicle trips once the store reaches full operations in 2027, prompting a multi-pronged roadway response that includes two high-capacity roundabouts, one providing primary site access on Hill Road and another at the Horseshoe Bend Road junction, alongside two right-in, right-out entry points fitted with dedicated acceleration and deceleration lanes, all developed in coordination with regional transportation agencies to accommodate the anticipated flow while maintaining safety for pedestrians and cyclists.

Situated near the Idaho State Veterans Cemetery, the chosen property would serve a rapidly expanding catchment area that includes Dry Creek Ranch, Avimor, and northwest Boise neighborhoods, while also offering a considerably shorter shopping trip for residents of Valley County and Horseshoe Bend who currently journey to the Meridian store for their bulk purchases.

Should the project clear its zoning and traffic hurdles, it would become the fifth operational location within the greater metropolitan area, adding to a regional footprint that began with a Franklin and Milwaukee store in 1988, relocated to Cole Road in 2003, and later expanded with Nampa and north Meridian outposts, the latter having opened in 2020, while a separate south Meridian proposal near the Kuna border continues to wind through its own separate review process.
