Coeur d’Alene just greenlit a major west-side subdivision.

City Council approved the Coeur Terre 2 preliminary plat Monday evening, Sept. 1, 2026, after more than five hours of presentations, public comment, and debate. The vote was 5-1. Council member Christie Wood voted no, citing traffic mitigation. Mayor Dan Gookin abstained, according to local coverage.

The project sits between Buckskin and Huetter roads, north of Interstate 90. It allows up to 506 new residences, including 26 affordable single-family homes. Developer Kootenai County Land Company brought the plan forward. Neighbors had appealed after Planning and Zoning approved it unanimously in July.

Traffic was the flashpoint. The developer’s impact analysis projects about 4,896 vehicle trips a day, with 560 in the morning peak hour and 445 in the afternoon peak. Some residents questioned assumptions around accessory dwelling units and asked for revised internal road connections. Supporters pointed to the affordable homes and the need for more housing in a growing market.

Council found the plat met general requirements, infrastructure provisions, design standards, and zoning. Approval comes with 32 project conditions. Access points were cut from as many as seven down to two during city review. Officials also plan to discuss one-way streets and open access points inside the project.

With Coeur Terre One already in the pipeline, the two phases together point to about 1,101 total units.
