713-Unit Tower Project Proposed at 27th & Fairview in Boise, Idaho

A California-backed development team is pushing a major apartment project at 27th Street and Fairview Avenue on Boise’s downtown west edge — near the Boise River Greenbelt — with about 713 apartments across three buildings, including a planned 16-story tower.

Urban Capital Partners (UCP) submitted the updated proposal to the City of Boise late last year. Developers held a neighborhood meeting last month, and city staff are reviewing the plans. Both UCP and earlier sponsor Kal Pacific are controlled by Don Veasy of Temecula, California, according to BoiseDev reporting.

For people moving to Boise or watching the city’s housing pipeline, the site sits on a long-vacant parcel once tied to Goodman Oil — empty for more than a decade — in a quieter stretch near downtown and the river.

Three phases (as proposed)

  • Phase 1: A seven-story building with 185 units (32 studios, 108 one-bedrooms, 45 two-bedrooms), ground-floor commercial and parking, a third-floor amenity deck (pool, spa, sports court, fire pits, community room), and about 5,962 sq ft of retail primarily along Fairview. Construction targeted to start in Q2 2027 and take about two years, if approved.
  • Phase 2: A second seven-story building with 330 units (75 studios, 214 one-bedrooms, 41 two-bedrooms) and about 18,452 sq ft of retail. Start targeted mid-2029, with a build time of up to three years.
  • Phase 3: A 16-story tower with 198 units (50 studios, 148 one-bedrooms), parking on lower levels, an amenity deck on the fifth floor, apartments on floors 6–15, and about 2,027 sq ft of retail. Tower work targeted to start in 2032, with opening as late as late 2034 if the schedule holds.

Across the full project: about 799 bedrooms in 713 apartments, 717 parking spaces in three garages, and about 840 bike spaces. An online offer memorandum cited by BoiseDev puts first-phase construction cost around $50 million; the third phase could be built or sold.

Streets and greenbelt

Plans would extend Whitewater Park Boulevard across Fairview to connect with Fletcher Street, and remove a former automotive service building at the corner. Huraa Architecture of Utah told the city ACHD approved the street-network changes in May. The firm also said the project maintains and enhances the pedestrian connection to the Boise River Greenbelt, including a southwest-corner link tied into the sidewalk network.

If approved, infrastructure (roads and sidewalks) would start in the fourth quarter of 2026 and take six to eight months, according to Huraa’s letter summarized by BoiseDev.

Next steps

Much of the project is allowed under existing zoning with limited approvals, but it still needs city design-review approval. A hearing date had not been set when BoiseDev published.
