Boise, Idaho is advancing updated plans for the long-awaited Harris Ranch Town Center — a roughly 6-acre mixed-use village between Warm Springs Avenue and the Wolf Tree / Parkcenter area in Barber Valley’s Harris Ranch neighborhood.
Developer High Rhodes (partner Steven Hillgren) presented updated renderings to the Barber Valley Neighborhood Association in May 2026. Coverage from the Idaho Statesman and BoiseDev describes a food-focused commercial core with housing, a specialty market, and a hotel along Warm Springs.

What’s planned (subject to change)
Hillgren told the Idaho Statesman the firm hopes to start construction around 2027, with openings eyed for late 2028 / early 2029 depending on partner schedules — timelines that remain subject to change. Grading on the northern block was already underway when the new renderings were presented; work on the remainder of the property was scheduled to follow.
BoiseDev noted the commercial, retail, and restaurant areas concentrating on the southern blocks between Warm Springs and Parkcenter, with parking along Barnside Way and smaller event lawns and plazas throughout — a shift from earlier “village green” concepts as nearby river parks (including Marianne Williams Park) already supply large open space.
For people moving to Boise’s east valley or watching Barber Valley growth, Harris Ranch has long lacked a true town-center grocery and walkable commercial core; the specialty market concept is meant to close that gap, though leases had not been locked when coverage published.
